Yes, if you hold a CDL. Every CDL driver must be in a DOT testing programme. If you drive for yourself with nobody else on the books, you must join a consortium — because the rules do not let you pick your own name out of the hat for a random test. Somebody else has to run the pool.
The rule is simple once you see it. Random testing has to be random. If you are the employer and the only driver, you would be choosing when to test yourself, which is not random at all.
So the rules say a self-employed driver must use a consortium — a third party that puts many drivers into 1 pool, pulls names through the year, and tells you when your name comes up.
A consortium is also called a C/TPA, which stands for Consortium or Third Party Administrator. Same thing.

This is not a fine that arrives in the post. Not being in a pool is itself the violation, and it is found the same way everything else is found: at a roadside inspection, or in an audit.
It can place the driver out of service, which means you, not just the truck.
It also shows in the Drug and Alcohol Clearinghouse, which brokers and insurers look at. A gap there costs you work long after the inspection is over.
